The Opportunity

  • In this new role, the Head of Engagement leads the “One Plan” approach in driving the Global Strategy through collective influencing, ensuring Plan International is seen as a global leader in girls’ rights and girls in crisis.
  • As part of the refreshed remit of the Strategy and Engagement department and in partnership with the Chief Strategy and Engagement Officer (also a new role) – there is increased focus and support on ensuring Plan International’s policy, advocacy, and influencing profile is more visible and effectively communicates the global impact we have – via our youth-centered approach.
  • Using the Global Strategy, Global Advocacy Strategy (GLAS), and Global Influencing Ambition (GIA) – the Plan has outlined on average 6 global engagement opportunities per fiscal year – that leverage policy windows, enhance advocacy outcomes, fundraising opportunities, and partnership development.
  • Our preparations for these engagement opportunities must be holistic “One Plan” and encompass many key departments within Global Hub, but also equally importantly across Regional Hubs, National Organisations, and Country Offices, whilst also ensuring Disaster Risk Management (DRM), Policy & Advocacy, and Girls and Youth Power and Action Hub (GYPA) colleagues can continue to lead on thematic and technical expertise while ensuring coordination is overseen by the Engagement Hub.
  • The Head of Engagement will lead the overall Plan International Engagement Strategy – from structure to priorities, to process – in partnership with the Head of Profession for Policy and advocacy – and working closely with the GLAS Steering Committee, and other key internal and external stakeholders.

Role Purpose

  • The Key deliverable of this role is to position Plan International as the go-to organization for girls and Climate
  • It will need the incumbent to lead both advocacy and programming on Climate
  • The role will significantly support resource mobilization in partnership with partner National and Country Offices
  • The role will be accountable for the execution of the climate roadmap and key milestones agreed as part of the Global strategy
  • Manage the Business Development Manager and Climate Network Coordinator as well as support and guide the Global Environmental Policy Specialist and Resilience and Climate Change Specialist.

Dimensions of the Role
Responsible for the strategic and managerial leadership of Plan International’s Climate Hub with accountability for delivering on the Climate roadmap as part of the Global strategy:

  • Develop and socialize a clear organizational competency statement on climate with clarity on the Plan’s value add across humanitarian and development contexts.
  • Support development, design, and testing in Bangladesh a new Climate Programme and Influence model, working across humanitarian and development
  • Map and identify climate finance opportunities for Plan International and develop a resourcing strategy
  • Include new roles, training, and approaches in proposals
  • Improve knowledge management and learning approaches and systems, including regular well-organized network meetings
  • Implementation of climate influencing plan and engagement in COP28 as per GIA and GLAS

Undertake robust policy analysis on climate change and girls’ rights and develop evidence-based positions, briefings, and other policy materials on girls’ rights and climate change to underpin Plan International’s strategy, programs, and influence:

  • Led the production of evidence-based policy positions, briefings, and other policy materials to support and inform Plan International’s strategy, programs, and influence. Priority thematic areas of expertise and focus on climate change and girls’ rights will include climate change and education; youth economic empowerment and the just transition and youth leadership.
  • Work with other internal technical networks and staff leading programs, particularly the Resilience and Climate Change specialist to ensure that policy positions are informed by robust evidence and programmatic experience.
  • Maintain an understanding of global policy trends on climate change, ensuring positions are updated and colleagues are kept informed.
  • Follow negotiations and implementation of the Paris Agreement and develop appropriate briefings.
  • Identify priorities for research and develop new research with external and internal partners to address key policy and knowledge gaps related to advancing the rights of girls and young women in the context of a changing climate.
  • Provide advice and input to policy and advocacy materials (e.g. submissions, thematic reports, briefings, recommendations) led by colleagues across the Plan International Federation;
  • Maintain up-to-date internal systems for the sharing of information across the organization.

Lead Plan International’s global level influencing on climate change and girls’ rights, linking global to regional, national, and local level-influencing:

  • Based on the analysis define strategic priorities, objectives, and strategies for Plan International’s global influencing on climate change and girls’ rights in the context of the International Advocacy Strategy and Plan International’s global campaign, Girls Get Equal.
  • Drive consistent and well-coordinated influencing on girls’ rights and climate change from local to global levels. Act as the key global climate advocacy focal point within the relevant Plan International global technical networks and by supporting and advising on climate change influencing undertaken by Plan International offices across the federation;
  • Build strategic external relationships with key coalitions and other NGOs, policymakers, UN and multilateral institutions, academics and other relevant stakeholders to further Plan International’s policy and advocacy ambitions on girls and climate change. Lead Plan International’s engagement in relevant networks, including the Children in a Changing Climate Coalition.
  • Co-lead the internal Climate Change and Resilience Network along with the Resilience and Climate Change Specialist.
  • Undertake external representation and speaking roles at external events and secure meaningful roles for other Plan International experts where strategic.
  • Develop terms of reference and/or specifications as required for interns, consultants, and other procurements and liaise with team administrator on consultancy agreements and service agreements.
  • Coordinate and collaborate with other global and regional influencing colleagues, including youth influencing colleagues to ensure complementarity and alignment of influencing initiatives and approaches across thematic areas and y and campaigns.
  • The Child Protection Policy (CPP) is fully embedded by the CPP Implementation standards as applicable to their area of responsibility. This includes but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under the CPP and Code of Conduct (CoC), its relevance to their area of work, and that concerns are reported and managed by the appropriate procedures.

  • Identify and contribute to addressing gaps in Plan International’s policy analysis and positions, liaising with Plan International offices across the federation and with key external stakeholders

  • An Undergraduate or Postgraduate Degree in Climate Change, International Development, Environment, Development, or equivalent knowledge or experience gained in other ways
  • Substantive experience working on climate change, children’s rights, and gender equality at the global level within an NGO, UN agency, government department, or other relevant institution. Experience in producing high-quality evidence-based policy positions and briefings
  • Substantive experience in resource mobilization for Climate
  • Experience in policy analysis, policy development, providing policy advice, and translating policy into clear recommendations and messages for advocacy and campaigning
  • Experience in external representation and relationship-building at a high level with strategic stakeholders
  • Experience in delivering advocacy strategies on climate change, children’s rights, and/or gender equality in a national and/or international context using a variety of approaches

Desirable:

  • Knowledge of the United Nations international human rights system and institutions (i.e. UN treaty monitoring bodies, Special Procedures) (desirable)

3.) Deployment Manager

Job Location: Nigeria
Grade: 2
Reports to: Head of Performance – Insights, Planning & Reporting
Functional Area: Delivery, Performance & Accountability Group

Role Purpose

  • Plan International is developing a more coordinated approach to how it provides short-term support to country offices, aiming to harness the knowledge, skills, and experience of our global network more efficiently and effectively. A new role of Deployment Manager has been created to coordinate this support, including managing the DRM roster for emergencies.
  • The post holder will identify country office resource requirements, create a single resourcing plan, and manage the implementation of the plan, including optimizing staff utilization, managing the recharging process, and communicating the schedule to staff, so each team member knows exactly what they are working on and when.

Dimensions of the Role
Budget held:

  • Number of direct reports: none
  • Locations: anywhere where Plan has an office. Largely desk-based but will require frequent interaction with individuals and teams from around the organization.
  • Expected to work outside standard office hours at short notice for business-critical needs, particularly in response to sudden onset emergencies

Accountabilities

  • Identifying demand: developing and implementing a simple process that enables country offices to request short-term support. Working with clients to manage expectations and to ensure each CO’s resource demands are fully understood.
  • Building a database: using HRIS information to build a database of deployable staff (both from Plan International and externally) and recording their specialty areas, knowledge, skills & expertise, together with the % of the time they are available for deployment. This may include liaising with colleagues across all entities (NOs, COs, Regional and Global Hubs) to identify additional people who are available for deployment if skills are not available within the current resourcing pool.
  • Creating a resourcing plan: allocating resources when a project is confirmed or when the right resource against a project is identified, based on individuals’ expertise, skills, previous experience, or availability.
  • Resource analytics and modeling: modeling different demand scenarios to predict resource availability for future projects to ensure there is enough capacity to deliver upcoming projects and working with team leaders to identify additional staff, where required.
  • Managing the plan:
    • Proactively monitoring the resourcing plan, by managing staff utilization levels, identifying and resolving over-allocation on projects, and ensuring an even spread of work allocation for all staff across the organization for example by looking out for employee over-utilization, uneven workload, or additional hours being worked
    • Re-allocating resources as required – for example, by adjusting goals or requirements assigning new people to the project, or shuffling resources as new projects and opportunities arise.
    • Knowing the requirements of each project and making recommendations to hire new people or call on external resources, as needed.
  • Managing recharging and pricing: working with HR and finance, to ensure the cost of resources allocated to COs are recharged where appropriate. This includes visibility on cost and liaising with finance and HR functions to ensure the recharge process is carried out.
  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded by the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility.   • Plan International is currently responding in Poland, Romania, and Moldova to the Ukraine Refugee Crisis. As new responses, the Plan’s program and staffing require a significant surge in capacity. Along with this Plan International continues to provide surge support globally to a multitude of crises.
